EU Constitution - Ratification

Parliamentary approval likely

 

After the "no" in the the referendums in France and the Netherlands the ratification has been postponed.

 

The Constitution provides for the possibility of organising national consultative referenda. The procedure is laid down by law.

More than 120.000 Swedes have signed an appeal demanding a referendum by a the network for a referendum, called Folkomrostning.nu (‘referendum now’). It consists of the Greens, the Left Party, the June List, the EU-critical center network, Peoples Movement No to EU, Christian Democrats for an alternative European policy (Kale) and the trade union Transport. The network represents movements from the whole political spectrum.

The network has been able to bring the issue on the political agenda.

Nevertheless, the ratification Bill should be presented to Parliament in September in order to have it passed in December 2005.

Prime Minister Persson has refused to call a referendum and the Swedish Parliament has rebuffed to hold a referendum. Also the Swedish delegation of the Convention was the only one that was unanimous on the view that referendums should not be held on the draft EU Constitution and didn't sign the referendum appeal of the European Referendum Campaign.

Folkomrostning.nu (Referendum Now)

 

A Network with the main purpose to gain support for a Swedish referendum on the Constitution of the European Union.

The network has presented over 100 000 signatures, announced Søren Wibe, MP and leader of the social democratic movement.

 

The network consists of the Greens, the Left Party, the June List, the EU-critical center network, Peoples Movement No to EU, Christian Democrats for an alternative European policy (Kale) and the trade union Transport. The network represents movements from the whole political spectrum. Efforts are being made to gain more support from pro-EU organisations.

 

The campaign and gathering of signatures is to last until an official version of the Constitution is presented to the Swedish Parliament.

 

Medborgare för folkomröstning

This is a right of center market-liberal organisation working for a referendum in Sweden about the EU Constitution.

 

They believe that the EU Constitution means a big change in the democratic system. Therefore they welcome all persons, irrespective of opinion about the future of EU, that share this belief.

previous referendums on European issues

On the basis of Article 4 of chapter 8 of the Instrument of Government, a consultative referendum was held on 13 November 1994 on accession to the Union. This resulted in a ‘yes’ vote of 52%, with a turnout of 83%.

A consultative referendum was also held in Sweden on 14 September 2003 on Sweden’s full participation in EMU, including the euro. The government had already said that it would be bound by the results. Just 42% of electors voted ‘yes’, with a turnout of 82.6%.
