EU Constitution - RatificationNo Referendum. Parliamentary approval (at federal, regional and community level)
In Belgium both chambers of the Parliament as well as the three regional Parliaments (Brussels, Wallonie and Flanders) have to vote in favour. Also, the Parliaments of the German and French Minorities have to approve the EU Constitution. The Senate has approved the EU Constitution on April 28, 2005, the second chamber confirmed this on May 19, 2005. In February 2006 the regional Parliaments have approved the EU Constitution.
Prime Minister Guy Verhofstadt has been a prominent supporter of a referendum. governing coalition has decided differently. The Flemish liberals (Rik Daems) submitted a draft law providing for an indicative referendum. The Council of State delivered a negative opinion on 29 November saying that an indicative referendum would require a revision of the Belgian constitution. On 10 March, the Chamber voted against a revision of the Belgian Constitution that would have allowed a consultative referendum.
