2) EUROPE DEBATES REFERENDUMS
Europe is discussing the consequences of a rejection of the EU Constitution in France.
In the meantime the Greek and the Italian Parliament have ratified the constitution.
Bulgaria is discussing plans to hold a referendum on the EU accession.
